Active Attack Incident Management (AAIM)

The Active Attack Incident Management (AAIM) two-day course, is designed for leaders among our first responders. AAIM focuses on strengthening the coordination and integration of multiple response entities to improve overall effectiveness during critical incidents. This course is designed to enhance participants' skills, abilities, and performance in utilizing the NIMS ICS process during active attacks and other major critical incidents. Participants will be challenged through a series of tabletop exercises that reinforce key concepts and require them to apply what they've learned in realistic, scenario-based environments enabling them to improve both individual and agency response capabilities. AAIM works through various operational phases, staging protocols, command elements, terminology, communication, incident command, area command, and EOC operations. Developed with input from subject matter experts and based on NIMS ICS principles and real event research, this course offers a comprehensive platform to boost participants' ability to effectively use the incident command structure in dynamic situations. Sixteen hours of ALERRT training are awarded for completion of this course.

The IPADS will be used for the electronic tabletop exercises with the custom software.

Ballistic Shield Operations

The Ballistic shield is an effective tool which is often under-utilized by law enforcement teams throughout the country. In the past, use of the shield had been limited to methodical operations such as barricaded subjects due to the size and weight of the shield itself. Advances in Ballistic technology have led to the development of a new breed of shields that are smaller, lightweight and easier to maneuver in close quarters. Based on these developments, teams can further enhance their dynamic capabilities through upgraded equipment and proper training. Understanding that the necessary elements for dynamic operations being speed, surprise and violence of action now coupled with utilizing the ballistic shield as a clearing element can greatly enhance the safety of the entry team and further increase the probability of prevailing in the encounter. Featured Debrief: San Jose PD HRT Sniper Initiated Hostage Rescue

On November 19th , 2015, an armed suspect forced his way into a home where he had previously rented a room. He fired multiple rounds causing one occupant to flee leaving his intended victim in the house. A hostage barricade ensued and the San Jose SWAT team was called out. In less than 3 hours the suspect exited the house and fired multiple rounds from two guns in the direction of the emergency react team striking a team leader in the leg. He was engaged by a sniper with three 308 rounds before dropping. The team conducted a dual entry team crisis entry finding the victim deceased in a rear bedroom. During this event the team was challenged with a rapid deployment, low staffing and the first use of new tactics.

Featured Debrief: Welfare Check -Line of Duty Death

On March 24th , 2015, a San Jose PD patrol officer responded to a welfare check of a suicidal male. Upon arrival several officers took up a position behind a vehicle in front of the two story townhouse on a major thoroughfare. The suspect exited onto the balcony, observed the officers, retreated, then returned. He quickly produced a 30/30 rifle and fired at the officers striking one in the head, killing him instantly, then dropped behind a short wall. Other officers returned fire but were unsure if the suspect was struck. The San Jose SWAT team was called out. Officers exposed and stuck behind the car were recovered and a barricade ensued. The management of the event was complicated by the massive response, emotion and high command involvement. Equipment and communication issues with the Bomb squad ultimately led to the formation of a new explosive breaching program contained within the SWAT team.

Featured Debrief: Wyndham Garden Hotel Barricade Hostage Rescue

On January 21st 2018 a Santa Clara County (CA) Task Force located a prolific career criminal wanted for assault, armed robbery and false imprisonment. He was positively identified checking into a local area hotel with an unknown female. An attempt to apprehend him was made by the task force and a barricade ensued. Approximately 9 years before he had barricaded and was taken into custody by San Jose SWAT. That same team was called out for this new event. During the following 36 hours it was determined that the female was being held against her will and an explosive breach and entry was authorized. The suspect was successfully taken into custody and ultimately convicted of the original offenses and the false imprisonment of the female. This event challenged the team with a criminal familiar with barricade tactics, communication difficulties between negotiators and tactical command, a mid event change out with the local sheriff's team due to fatigue and command uneasiness with new breaching capabilities.

Instructor Development Workshop for Firearms Instructors

The classroom workshop is designed to facilitate a learning environment where Instructors from various law enforcement agencies can gain exposure to progressive methods of coaching shooters. This course ranges from building basic skills to advanced gunfighting skills and how to scale the delivery of the information in ways which best consolidates the information into a shooter’s procedural memory for optimal retrieval under tense, uncertain, and rapidly evolving situations. The job of the modern police sniper is complex, challenging, and constantly evolving. Unfortunately, most teams don’t have the benefit of seeing what is going on in the sniper community beyond their jurisdictional borders. This block of instruction will introduce snipers to the American Sniper Association. They will find out what the association has to offer in the way of information and resources. This includes the ASA ROSE and Sniper Training Matrix, the Police Sniper Training and Operations Manual, and the Police Sniper Utilization Survey Reports. Human Terrain Mapping & Behavior Pattern Recognition 4-hr Workshop HTMBPR is designed for the 21st Century Law Enforcement Professional. It focuses on advanced critical thinking using an understanding of human behavior patterns to articulate and defend decisions made by the officer in the course of their duties.
